Two different insurance policies for two different risks. Surge protection is for spikes; a stabilizer is for sustained voltage swings. Most Indian homes need the first, and only some need the second.
Surge protection guards against transient spikes: lightning in the area, grid switching, and the ugly moment when power returns after a cut. Any of these can put a spike into the mains that a power supply was never designed to absorb. Given what an AVR or projector costs, we consider a real surge protector non-negotiable in most Indian cities. It is the cheapest component in the rack and the one that most often earns its keep silently.
A stabilizer guards against something else: mains voltage that sags or rises for minutes at a time. That is a real problem in some areas and a non-problem in others. Check your equipment's rated input range on the label at the back; modern switched-mode power supplies usually accept a wide range, and on stable urban supply a stabilizer often adds nothing except a relay click. Where your supply actually swings, and you will know because lights dim and fans slow, a stabilizer earns its place. Where it does not swing, I would put the money into a better surge protector.
Two cautions from experience. First, cheap surge strips are decorative. A strip with a tiny "surge" LED and no stated joule rating or clamping specification is a multi-plug, nothing more. Second, anything feeding a big power amplifier must be rated for its real current draw. Amplifiers pull hard on peaks, and an undersized protector or stabilizer will either trip, limit dynamics or overheat. Read the ratings, not the marketing.
Where does the rule stop mattering? A small soundbar on a stable urban supply can live on a decent surge strip and never think about it again. The full rack with a projector, an AVR and separate amplification is where both questions deserve a proper answer.
