Partly normal, partly fixable, and telling the two apart is the whole answer.
The normal part: surrounds carry ambience and effects, not a constant stream. Rain, room tone, a car passing behind you, the occasional bullet. Well-mixed surround is felt more than noticed, and if the surrounds are drawing attention to themselves the mixer has usually failed, not succeeded. Expecting them to be as busy as the front pair is the assumption I would attack first.
The fixable part, in the order I check:
Verify each surround plays the AVR's test tone at proper level. If a surround is quiet on the test tone, the trim is wrong, the wire is marginal or the speaker is set to None. If it is fine on the test tone and quiet on films, the mix is doing what the mix does.
Trims. Auto-calibration sets surrounds for a strictly calibrated seat and a reference-level room. Raising the surround trims 2 to 3 dB for more envelopment is legitimate taste, not cheating. I do it in our own demo room. Beyond about 3 dB you start hearing the surrounds as separate boxes and the effect collapses; that is the point to stop.
Placement. Surrounds firing straight into the back of the sofa, or mounted too high and aimed flat at the opposite wall, lose most of their effect before it reaches your ears. Side surrounds want to sit slightly behind and above ear height, aimed towards the seat. A high mount that fires over your head is decoration.
Judge with a proper surround demo scene, not television serials. Most broadcast and a lot of streaming drama is barely surround-mixed, and a system judged on that will always feel front-heavy. Put on a known Atmos or 5.1 reference scene before deciding.
Where does the rule stop mattering? Large open-plan rooms with the sofa in the middle and nothing behind it, where the surrounds sit far away or fire across a kitchen. There no trim fixes the geometry, and the conversation moves to placement.
